Scaling Up Disaster Risk Reduction In Humanitarian Action: Recommendations for the Humanitarian Programme Cycle

The guidance document “Scaling up disaster risk reduction in humanitarian action: Recommendations for the Humanitarian Programme Cycle” seeks to support operationalization of humanitarian- development-peace collaboration through scaling up Disaster Risk Reduction (DRR). The document draws on existing experience of mainstreaming DRR in humanitarian action, identifying entry points, good practices and challenges. The guidance contains a checklist with recommended actions for reducing disaster risk throughout the Humanitarian Programme Cycle stages of Preparedness, Needs Assessment, Strategic Planning, Resource Mobilization, and Response Monitoring.

The guidance was developed through a consultative process under the leadership of the United Nations Office for Disaster Risk Reduction (UNDRR) in collaboration with the UN Office for the Coordination of Humanitarian Affairs (OCHA). The guidance draws particularly on experience from protracted settings.
