This document provides guidelines which are focused on the development of a national environmental contingency plan. The guidelines suggests stronger partnerships among all agencies with expertise and response resources, to in turn be utilized effectively in a response to the unauthorized or accidental release of materials or substances that are hazardous to human health and threaten the ecosystem.
