The Awareness and Preparedness for Emergencies at Local Level (APELL) programme

The Awareness and Preparedness for Emergencies at Local Level (APELL) programme is a programme created in 1988 by the United Nations Environment Programme (UN Environment). It was initiated in response to a number of chemical accidents that resulted in deaths, injuries, environmental damage and extensive economic impacts.

The APELL programme improves the community level emergency preparedness efforts, and supports governments and communities initiatives, in particular in developing countries, to minimize the occurrence and harmful effects of technological hazards and environmental emergencies.
